Study Finds $4B in Data Center Grid Costs Shifted to Consumers Across PJM Region

A new analysis from the Union of Concerned Scientists reveals that most high-voltage interconnection costs for large and AI-scale data centers in the PJM region are being socialized across all utility customers—leaving ratepayers to absorb roughly $4 billion in 2024 alone. The report calls for targeted FERC and state-level reforms to ensure costs follow the cause, reshaping how the next wave of AI-era grid infrastructure is financed and regulated.

NJ SEED: Ratepayers in NJ and other states on the PJM grid will not stand still for rate shifting that drives residential and industrial electricity rates through the roof.
